Begins the floor is all yours Madam chair I'm going to call to order the September 22nd meeting of Education policy committee to approve the minutes of our June 23rd so moved second and I guess we need to do are we doing roll call so all in favor. Starkey yes and yes for me as well so that passes for the zero I have not received any Shana has not forward any to me I'm not receive any either here with us or I need Dental representative Claire and also Kim Baker from Keene high school and there's a couple of our policies to what I'd like to do if there are no objections is to move policy jfab be educational how much do up to the top of the agenda look at first and then second will go to jail DVD which is suicide prevention and response so that we can get their input in then let them go for the evening why don't we start with JF operation for tonight's meeting with you that was yesterday I can't even remember I'm sorry give me a few Hubbard down at the bottom you'll see little Mike yesterday yesterday and you know what really look pretty good from the district's point of view but Claire what why don't you go right ahead you're the most familiar with us okay I had reviewed it actually in preparation for your meeting I think it was in June and then it was postponed for some reason but and just made a few additions that Rick and I discussed he wrote them in you wrote them all in right Rick on the one they're looking at the drive-in guys at the right one that's what I have brought would it make sense to do is share screen so we can all look at what's in the Drive-Thru want Rob don't know if I can JF ABD all right and just a reminder part of the reason we're reviewing this as there were some legislative updates it mostly pertain to dispute resolution I'm so we were sent to make sure that we were comfortable with yes I've spent a lot of time on the dispute cuz we've had several since I've been working in this position and I lined it up with the guidance that the state provided to us and our trainings and the dispute portion of your policies is really right on its if there were not any anyting glaring at me that was a problem but that's not till the end of the policy that was our previous one and now we're looking at serve adopting their new right so what we found is parte was good the only addition we had in the last paragraph was to add special education as one of the areas that students should be provided with who are also homeless we are get to the list of Career and Technical gifted and school nutrition programs so you see it highlighted there that jsab is a is an error to be D at the end of that in the previous paragraph okay. What else is we update we can get rid of the Asterix cuz we do have that place so that's okay Omni enrollment in school stability there was an error in the second paragraph it was basically I don't have the original right in front of me I don't think but it was basically saying hold on it was originally said if a homeless student becomes permanently house during the school year the student show no longer be considered homeless and they only can you enrollment in the district for the remainder of the school year and we with the new guidance we consider the child to be to be able to benefit from that identification for the entire School so it's the new one in here Rick that I had written I don't think they have the app so I had suggestions for an edit on that what I suggested was if a homeless student becomes permanently house during the school year which is there the student shall continue to be eligible for homeless services for the remainder of the school year that's there no no part of it isn't may only continue is making our mess but what you said is much more clear in compared to the short edit student become permanently house during the school year, the students will continue to be eligible for homeless services for the remainder of that school year and then the last one should say the student should enroll in the school of residence for the Scott following school year part of that is in there let me see what I can do I think I have that we looked at yesterday in my in my email let me see if I can get that in the minutes just ran into the router to just so you know I do have all these changes on a draft in my inbox I thought it was in the drive but I guess it isn't so we do have these changes already stated high strength with which I live get there that's what you are recommending Claire what is conflicting it right up to the comments fine if a homeless student becomes permanently house during the school she'll continue to be eligible for homeless services for the remainder of that school year keep the shower but everything else can get crossed up Cox just for my background knowledge but how many kids in the district are considered to be homeless and I have maybe 10 that I haven't can I could actually starting very late this year usually August I'm you know I get a whole lot of referrals but I think because of the late start and the hybrid and the remote learning time we haven't got a handle on a lot of those students yet bring up a lot of missing students to students that were registered who we haven't been able to find so we're doing a little detective work trying to go to pass school districts or see if anyone has seen some of these students that have not shown up yet for either remote or hybrid Claire just just for clarification the part that were removing from that paragraph shall no longer be considered homeless in may only continued enrollment in the district for the remainder of that school year if we take that out will that inadvertently Emily make us responsible for someone who said well I didn't you didn't tell me that it was only to the end of the school year that was a big change in the law it used to be that when they were house the Assumption was your house now so your services end now it is once you are identified weather read CNN September or June you are eligible to Services until the completion of that school year you would have to be really identified for the following year should we what's your point putting the word only in there at like if a homeless teen becomes Prim Lighthouse during school year of the students will continue to be a school year old lady the following year yeah or any other idea might be to put only after homeless services that will work so I'm just going to say okay original statement I think head art looks like it was already removed that had said and may only continue enrollment in the district for the remainder of that school year the reason that didn't make sense what if they become house in Keene the name of course would continue to attend in Keene all right we have other edits part C in the parentheses it gives a couple of ways to describe the homeless liaison we go by McKinney vet tell liaison in Kenai go by and most people do so we just thought in parentheses just put mckinney-vento liaison as the title of that person usually 2 - after McKinney k will be mckinney-vento throughout McKinney usually refers to as the homeless liaison which is fine for the purpose of this I think but for the if someone was calling and they wanted to speak to me they would ask for the mckinney-vento liaison typically or but a lot of of course I'm familiar with that term okay so there is a hyphen after McKinney if you want to correct that but I will put that in that mean it is just not there and then let's see if on the next section part C at the could you spot me here in a few. under letters m and n at least in the draft I looked at it says needed to be verified around providing equipment and all of the things that they lay eggs and she'll do what I suggested added to that list and they don't have to be at the end you could put them wherever you would like them of the things that's important that's missing was that we have to ensure that the student or unaccompanied juice be provided with free breakfast or snack and a free lunch through the school lunch program they're allowed to have those benefit without even filling out the paperwork it's something I take care of for them so did that show up in there some of the things that I suggested did okay you're missing free breakfast or lunch though so that should be so you got the next one which was the necessary and appropriate school clothing that one's in there that I had suggested and removing barriers such as feed for school activities another one so the only additional one will be that free breakfast and snack and lunch we added it at the bottom so you can add orom that says ensure that the student for unaccompanied youth you provided with breakfast or snack and free lunch and a free launch through the school lunch program I just found it so we got here I'll get you for that language and I just had one more and it looks like it may have already been added there when making enrollment determination the district will consider student-centered factors related to the Chow Blues Fest interest including factors related to the mobility to to the impact of Mobility on a cheese maybe that's not clear now that I think of it maybe the word Mobility should be travel because the thought behind that was when we make a decision regarding whether to transport a child from a distance we have to consider the age of the child the distance any special needs they might have and of course the parents and now even the Cove in Statue ation so it might be better to say factors related to the to travel the impact of obalon achievement would that makes better so we talked about this plan I remember thinking about either saying the impact of Mobility or the impact of travel because he travels a better word you know Pennsylvania there's a big impact on Mobility with shapermint cuz we can't get them here everyday have had students even travel from Concord to Keene high school student in the it she ended up being over fatigued so we changed it because it was just so I would change the word Mobility to travel text Art of travel too far away is verify question that came up at our last meeting was just for the verifying that these are legal I did I did go through all of my guidance before I added these so it should be an idea of course even tried to use the same terminology and I think the word Mobility wasn't guidance but now that I'm reading it I'm not sure it would be clear when I think of Mobility I think you almost to start handicapped issues that are we getting them to and from the school that definitely I have lifted that out of the guidance so you know I I think travel would be the impact of travel would be appropriate and that was the end of my input I read the rest of the Timeline under dispute is completely up to the school district so if mr. Malay feels wet he's being asked to do is to short a timeline that can be adjusted let's see I think it's a little further and it starts to give the timeline the guidance from we have to have a dispute process the most important part is it have to be understandable and easy for the parent to access and reasonable for them to access simple as making a phone call to me or to mr. Malay or to mr. Maddie or it could be a written dispute it can be any version of that on the parents side what's in for on our side is that we give the parents a timeline so that they know when they're they're going to get the answer from me first and I usually consult with Rick and we make that determination and then if the parent is not happy with that I think mr. Malay is called into that as well and then if they do not still do not agree with Mr malaise decision then that would go up to the state and then there's a whole separate appeal process at the state level that doesn't need to be in on our policy but I do include it when I give them their dispute paperwork the timeline is complete up to the school district to determine I just I thought this one was fine but that's just my opinion except the one that I had developed so even using play yeah I mean it's if it's really complicated I mean I just did a big dispute on behalf of a family in Vermont and Vermont to spend a whole lot more time it was months before they came to their conclusion and I felt that was way too long to keep a parent on a hook about where their child's going to go to school they do a real in-depth like investigation where they talk to a lot of people where is ours more on the merits of the case and the information that we have we don't do a lot of detective work it's not really appropriate for homeless families that's that that's what the guidance tells us so so  the timeline is up to you folks at least part of this goes to you do you think this is a reasonable timeline or should we wait I meant all the effort so I mean you don't want people in Claire's right you know the situation when somebody is appealing any of the decisions based on this policy The Situation's at there in RI hard enough and we don't want to make it any harder drag it out any longer I try really hard to have a lot of facts to back up one of my decisions I don't do you know without a lot of thought and a lot of discussion with the family before I would turn down one of their wishes usually based on their eligibility or the School of Choice that they want to go those are usually the two main reasons there might be a dispute there's very very thorough Special Ed training that was pretty much it in I mean unless there's some other review that needs to go over this committee members have questions for kids great thank you so much for your help and for everything you do during the school thank you very much and I appreciate all your support good night did anyone have any other input or questions on this policy I'm sorry would like to go ahead and just move back to the full board for a first read at our next meeting and then we can bring it back if they have any input or concern we will move on to jld VPN Kim Baker is a little bit and this is also a suicide prevention response that came to the policy committee also because there's been some legislative updates I think primarily had to do with some new mandated training some guidance from the New Hampshire SPCA and look at that and make sure it fits with again or School culture and practice their District and you got to ride it again it's been a long time since we met back in June cancel we have it all here to review and then you want to walk us I think what we saw at the beginning three paragraphs renew and I think we went over those last time just kind of highlights what we recognize is important and in the policy itself and a reason why we want to policy that focuses on suicide prevention and response and into those were the major things and I think we reviewed those last time but certainly if people have questions I'm happy to respond to that and headphones it came up in the last meeting that that we were also thinking about which is it's difficult cuz this is district-wide and we have what we have now sit seven but they are all very different and I think an attempt to address that you would talk in terms of team that might Harry by school and were some concerns with back with specific enough that somebody who looked at that policy would know immediately who to go to you know a friend to Ingles on page 3 of The Path yeah and I think that was one of the places that we wanted to come back to its sender number to where we haven't crossed off and I say replace where when you reached out for feedback from the K-12 School counseling team we all were able to come together across the SAU including all elementary middle school and high school counselors and members of the school counseling department gather to look at the proposed policy and give feedback and so the change from having the part that's crossed off I think speaks of there being one person mostly the building principal that would receive information from from faculty and staff around concerns of a student who may be suicidal or expressing thoughts of suicide or just anybody that they're concerned about in that particular area and then it's a principal wasn't available then they would points somebody else is a point person and we really as a K-12 School counseling team about that often that those are information come directly to the school counselor who has an established mission trip with the students with their families with the teacher and that it really is a team approach David Loop in the principal or the school psychologist or any other member of their team to work together to determine you know how to how to move forward with the concern with working with the student with working with the family so we really support that team approach I felt like any member of that and that team with a happy the principal of the school site School adjustment counselor the team would certainly look a little different from building to building with the school counselor went in the building would be the go-to person for the faculty and staff know I have first I want to say because I can't see every Committee Member so if somebody has a question and put feel free to just yell out cuz I won't be able to see a hand that has berries and berries I think it's my concern is if it's student it was soon as I can be to a friend and that friend is worried they're going to go to the adult they feel most comfortable with which could be a teacher or a janitor so I want to make sure that adult really has a clear sense of who to go to so I'm taking it to school counselor I'm not sure why we have berries like if we could just say everyone's a team so you can go to the director of counseling you can go to any guidance counselor and they're all prepared to help that seems yeah I would agree I think what we were saying like at the high school that's exactly that there's six of us and me so could be anyone of us that doesn't have to be the student school counselor at the elementary school there's one so it would typically be that one person I agree the bottom is it supposed counselor or a member of the school counseling team I'm doing and see if this makes sense but it's cool. I'm so gay principal a school counselor so much easier when it's in Word I would do the same at the high school and then we get rid of the Valkyries I think there's a review sense that the other counselors weed eater that team member was so if any of any of them were approached they could respond quickly but I think that just makes it clear for a student or staff member and I agree and I wondered at the end after review witness to the very word says that our last sentence is a response plan with the team I think the intent of the paragraph above that's crossed out is for there to be some collaboration, coordination with a disk Suicide Prevention coordinator so I wondered at the end of weeds after the word team we wanted to add and or the district Suicide Prevention coordinator because often will call other buildings for supporter helper feedback and sell that might be helpful to add that and Kim is a district coordinator you or someone else it's me and and the principles in the school counselors will reach out to me I think you know who that official person is or rickwood. Galatians Kim that work Kim I think so sounds develop and Implement a response plan the team, I think you'd because is that they stop and pause and say okay we now have to call Kim to review the plan it's bringing me in I just support them in the moment if they need that because we know that various schools you know different schools have different teams different supports available so I think it's it's I think we should develop and Implement a response plan with the team and or the district Suicide Prevention coordinator so they need me to help in the moment they call me or if they need me to debrief after and review what happened they call me so I don't like the or part I mean I almost immediately or soon as possible develop and Implement a response plan with the district suicide ordinator do we need I think part of it is this is what I'm thinking so I'm not in my office immediately immediately available to knowing that conversation or not potentially I know it's confusing but like when they reach out to me or when I help support or respond with a pen the immediate needs of the immediate availability so I think one of the reasons why we are trying to make it a little more broad is we didn't want them to be waiting you know their response has to happen in the moment if that makes sense Empower just to move even though there that can help support them or provide resources there they are trained and Anna correct which are so maybe we just say develop and Implement a response plan with the team and include inform you that you need to be informed it is possible that there's something happening and I think that when you earlier rob you are on the page that talked about the the prevention plan that will help spell out people's roles and what we are doing and when we're doing it and I think it'll make that this paragraph a little clearer yeah that part right there were talks about the plan and then that the review is that date right that I did not my legislation verify that this way we were feeling like that's just based on the work that we've done prior to the development of this policy that this is a plan that he's already been started or we have pieces of it and we felt like it was something that could be ready sooner versus later we talked about October or November name some type of draft cuz he also felt it was important to to get move the draft forward for review and support by the school board October is just a week the week why by the time this gets through the approval process what we've done before we've said no later than 60 days after passing of this does that make more sense a part of me says if we keep the no later than April 20-21 we can certainly get it done sooner but knowing we have to go through a first reads read were almost getting into February makes sense to me is 60 days past the approval 60 days past approval would allow for the possibility of the delay in our own process do so if it gets hung up to the full board for whatever reason you know basically what you were just saying and get except realizing that if we do get hung up it might actually go faster Peru true ideally we'll have the plan in place even before it gets finalized as a policy I think what we've done another policies as we've used like a a time as opposed to a specific date those reasons that George just indicated that sunk policy approval process gets hung up for whatever reason you know when you put a specific date and then you have to go back and change the date again love you stay time frame on 60 days which is 2 months after the approval seems very reasonable for any specific procedure or plan that needs to be vetted most of those are being worked on simultaneously as the power he is moving forward I'm trying to talk with a clarifying question the process so before the plan can be can be brought forward and approve the policy has to be approved is that correct I don't I don't think it has to be I get weird if I run into a problem if we had a plan ready to go and then the board for some reason both down the policy and we have to re-examine I don't why that would happen but I don't think of anything that says we can't bring a plan forward until it's approved you want to do 60 days after passing of the policy what's 5 weeks Larvitar evolve well I mean it sounds like we'll have it done by November which will be before the policy finishes its approval who sings works if the policy changes for any reason or impacts the plan we would just adjust the plan to reflect the policy biggest part of it is getting it before the board so again canceled because of weather who knows what we just can't get it in front of the board if we have cancellations for weather between now and Bronx Zoo who knew a pandemic was coming who knows what brand I'm not going to finish all that or matting no I appreciate that 60 days I think that works really well for those reasons you know they're there are unexpected circumstances that might DeLay So when we tried specific to a date I think that inadvertently might get us into trouble or necessitate a need to update the date that looks like on this page Knows by any old review no Excellence every tear is the superintendent in consultation she did say that the district Suicide Prevention coordinator and building muscle yep and just to notes on the way to school cuz that's just what we call our counselors I think a lot of the other changes were just on changing some wording here and there I don't think apology the draft policy that was chaired from the New Hampshire School Board Association already was aligned with American School counseling Association and the National Association for school Sykes and that and nut those are the documents we've been using to guide us in our practice here so they're really not a lot of changes that we need how to make I think to this policy we did add the definitions here to help just died you know how people understand what they are reading and what different words on what we are referring to is similar to the substance use policy I think that was really helpful and all of these definitions all this language came from those two documents that I just reference I think that was really the end of the policy I need the committee members have questions for proposed changes hey you're all still there well thank you looking for coming here twice now happy to join you I appreciate having the opportunity I know I speak for the Caper so counseling on team you know appreciate being abroad in and ask for feedback and part of this process so thank you thank you for your welcome to stay for the rest of the meeting if you want but I'm going to head home I'll be thinking of all of you as you finish up Pokemon Mewtwo on Lemon evening and did anyone any of the committee members have any further questions or info on this phone I think both of these policies the administrators did a really good job of going over them in advance though that's why we want to have you know Claire and and when they is it part of a Spur this was this mandatory training in my understanding is that training is already in place and happening in the district is that correct Cameron okay with that I would like to go ahead and move Jay LGBT to the full board for a first read weights and so moving on we will go back into the king of our agenda we're looking at Rob just AAA computer security email internet communications this and and tell me if I'm wrong Rob I think this is part of again legislation going back over a year that we heard all supposed to do a whole data security review that is part of that we need to put this policy in place and redo it to rent it is I can't remember if it's house or Senate bill but the numbers are 1612 I think it might be Senate Bill 1612 that required a more thorough review of the privacy disclaimers for different apps in in in I guess vehicles that we function through the internet so that we weren't compromising our student database and or our financial database apps that have fishing type of malware embedded in them this came about because of a huge Amazon that was happening with post secondary schools where they have different folks were on their networks and they were using all these different types of apps that were not vetted and their financial information there student database I'm information we're being compromised identities were being stolen and so this law was put into place a couple of years ago and asked that we review our our policy to make sure that we are in compliance with that but looking at what we have now we need to this is just a consideration and it is to make sure heard that ancillary Affairs which is part of facilities that that that direct contact with technology in terms of our committees that they get some eyes on this I don't know that they have I'm review this to make sure it complies with 1612 I don't think they have and I think this came up in our last meeting and we had discussed the fact that it should pray celery and just in terms of having that ready one thing is I think happened and again I think we realized that policies ICL is at practice at the one that seen a real license just having her folder tonight I totally wrong on that what's roseola we have a lot of acceptable use policies so j i c is one but we have acceptable use policies for staff but VA, said Jay again that's that seems off to me only because those are emergency procedures trying to get to how to minimize my screen look. I believe it's some emails we seen as she realized that they meant aicl so she just pulling up ga actually we don't have any jjigae don't even have one yep between the see if the internet is correct or not all right so I put that note on there they need to be a member of us we going to send this on for review but are they doing that did any committee members have concerns or questions about this that we could potentially I did not answer me referred that just to be safe just taking one quick look through our policies just to make sure we're not missing something in terms of the see also I'll be back at another time make a note okay Luhan and the next time we have been is the jic L which is acceptable use policy which I think is going to be late I think I just closed I did I did cause my drive I'll pull it up to suit you sure it's not Friday yet the Middle School we wait to use it Knology we actually have one for elementary as well team policy committee Timber almost back I just got to find it in the drive so there I see two of them in the drive and I will pull up this one first and then I'll get the other one open so we can just go back and forth and then I'll share my screen so that what are the two that we have is one of those one that's on our own files and the other one the HSPA recommended middle school students and one is for high school this one's Middle School 1 this one's a high school one so what I should also do video of an elementary we do have an elementary one Cotswold Rob is pulling that one up I just had him look through these really quickly they look good one macaron one major comment is that there's not many ready between meaning like when he eventually pulled it up on me the middle school when had a lie actually make sense I'm just out of curiosity is there a reason we have a separate middle school and high school was that much difference just in terms of high school has more technology I think it has more to do with the full responsibility so we do also have an elementary one as well so where do you want to start Eastern Elementary that seems like a straightforward curious cuz obviously a lot has changed in the world in the past six months were these develop with the idea that this was student using school property on school grounds and and would it change it all now that we know we're sending Chromebooks. To be updated for those exact reasons and considering this was approved in 2013 you know what I hate to keep throwing things off at I wondering if you know it's Bob or summer technology people should look at these in light of the fact that snail 20/20 and and we are sending things home what should we require yeah I think I think this needs to go back to you know I hate to put it over the facilities again but you know I think that they should be bringing in technology to go through these to see what needs to be updated last updated in 2013 Stinger tonight, tonight I definitely think other facilities are Bob's department or both needs to end but there's for the exact reason that we're sending Chromebooks home and policies apply to the Chromebooks there is a degree of urgency to this as well I know sometimes when we send to other committees we don't get it back for 3 4 months not through anyone's fault because that's going to help our policies are not their priorities so we're going to need to emphasize that this one needs to be fast-tracked with anybody who has it let me just flagged the things that I saw for what it's worth I eat breakfast in the Middle School when he left with us and the deviations one there with the reference to cell phones in reference to GPS technology with find the others don't have it and then there's a network may be monitored by after you 29 did I think the other two were missing as well calendar Ford dealer in Stockton uses must have been specific she's something the middle school was doing at that time if they're talking about using it for GPS mapping software and cream podcast I wonder if they brought in staff to look at uses where is the commercial part in this scroll up I think if I dismember Swordsman commercial Network accounts are the first page Middle School and it's the second to last bullet on the first page yeah that is all of its true prayer for Middle School really enterprising young people and I just to be clear I'm not trying to take this at all I didn't just let them in, what's the song I would imagine it must have a really good reason you want money already installed but I will either be part of all of us high school if someone would think to use it for commercial or maybe this is more geared towards staff I think that's a decision we should make your crack on all of us or none of them when we give us the facilities that we should pray bubbly indicate those concerns to them so you know this would have been before Bob was in his seat and you know. He might be able to give us a little bit of history with that because currently at the middle school you're not allowed to have your cell phone on your person on a normal day we're at the height where I was at the high school you are so there are different is a students get older and that might be the reasoning why they are different in some instances but that one just doesn't add up and I'm not sure the background on that I Witness I want to clarify going against two with George was saying that we really do need to someplace deep policies that were looking at right now these are our policies that are currently in place these aren't for f policies so you're saying that since we do have something place we certainly need to update them their way out of it just concerned that we don't have anything in place we have something in place its way out a date flanges are the major win again monitoring one which seems like it would be when we want to call out on all of them I don't think I saw side school for sure now betrayed good questions so we're on the high school now so we can just take a quick look yeah clearly not there and the elementary one also clearly not there good catch we will refer these two facilities in and Bob Milliken high priority rating and I will say overall if you have this came about because of this data security review and and that was some a number of reasons that we this is not going to bring us to a whole nother action of the same issue ehb data records retention also falls a little bit under the umbrella and and when we looked at this before or any part of it we are looking at is our eh bee was physically a paragraph that procedure are recommending is more of a more thorough policy with a lot of the procedure in it but wanted to review it and just make sure that I want Dad to do it record when you can destroy them when parents can request access and so we also want to make sure that what they've gotten here really sits with her practice and so this is our existing so what I'll do is I'll refer to the RSA to make sure we're to see whether or not we need to update any of the language are and I have a feeling the bigger issue will be the hbr that actually breaks down all of this information to make sure that's all did anyone could we have the draft policy in the folder to I don't know if anyone has any questions concerns about in our policy or what was in the draft policy internship procedure nothing for my internet plan on bringing that back next month Define resisting language and also verifying the debates in the procedure which brings us to be e a b and this is something that we needed to adopt those back to I have a note here somewhere I'll ask which was passed recently was reporting child abuse and neglect we needed to come back to the two organ looking on GTA V which is mandatory code of conduct reporting for personnel and so we didn't send this to the Personnel committee do we have any feedback from them Rob and if not I think we can find move ahead but they were comfortable with the policy as it reads they did review it when they met right before our last board meeting no changes to recommend is there were some things we had to fill in so and the main one was if we can roll down a little bit we're going to need a year if a person whose subject is everything goes ultimately to the superintendent if the building principal wants to move Beyond so then the question is what if superintendent is the person who is basically that does alleged misconduct violator at which point we need to provide another administrator for staff to go to and then after a spayed recommend face it would be Tim it would be Financial is at his Chief Financial Officer and then just below that there's his number to optional Provisions so we need to choose one or of one or the other of these into the finalizing and this is why we're going to require a written report or encouraged or written report if you want to scroll down a little bit more I think and keeping with the note they have their I would lean toward the second one which says that they're encouraged to make reports in writing cuz whether it's oral or in writing we want someone to Open start investigating so we don't end up in a situation saying we didn't move cuz we didn't get the paperwork filled out correctly that that's just my thought I don't know if other committee members or I would agree with you might think having something that's documented goes a long way as things moved through whatever arbitration grievance or or procedure that may follow any type of a alligator so I think having that documentation is really important as we have learned over the last couple of years and you know I would agree with you and I think that's the one that I would recommend agree with acreage did not necessarily require okay with that I always err on the side of in writing I would always err on the side of writing I mean the first one says maybe made or in the first instance and that supplemented so I don't think it necessarily says are we can't proceed but I always liked his stuff and writing it's just it I mean it's it employee he is a king School District employee he is is the weight in the way the sharing of positions breaks down his is 100% funded by Keane I'm just wondering that since the SAU board supervisors you robbed should that be something that is more SAU purview that's an interesting question because right now at this moment I am the superintendent for the Keene School District last night I was a superintendent for the Chesterfield school district and then the superintendent for the West Mifflin School District so you're doing something that violates this it's not necessary and it's as an SAU 29 superintendent it's not necessarily violated it in Harrisville but not in Keene I was just to jump in here because each district needs this policy it is a district policies so if I District employee is alleging misconduct against the superintendent the question is where do they go nearest adoption different wording than we adopt and key in the Nelson adopts even though it all relates to the same individual I don't know that that that you could tell any discipline on Rob would come from the SAU board and I need managing of a report to the state would be facilitated through the SAU so it should be the same across all districts if it's the superintendent can we play please put any policy that involves the superintendent out of the district and yes when it comes to supervising Rob none of us individually supervise Rob give me about supervising this is but where do employees go for a complaint all employees what is The Pretender I think it's Department of Education pretty clear I mean the the reason why I'm concerned and Rob I know that you're a good person but we don't necessarily make policies for people is that there is zero accountability in this policy to somebody who oversees the superintendent and that that's just it's kind of concerning I'm thinking Rob about Concord yep that was somebody should have reported that and the superintendent I mean no offence your Buddy's boss so that I just I want to make sure that we're not setting ourselves up like Concord has with their issues you know Peter you bring up a room a good point in what I'd like to do is I'd like to talk to Will Phillips from nhspa about that because our structure is different than the way this policy has been written most districts are one and the same with the essay you where that's not necessarily the case here because we have seven independent districts yeah and I'm wondering if this has to be in SAU this is the this is the policy that all the boards need to approve verbatim let me pull that back and get some clarifying information how many chess PA on that one 29 paused as an SAU 29 policy for all of the district's so that's those are the you know because there are sau29 policies as well I mean we can check on it have a little turn up on the superintendent this is a district-wide policy to say how do we handle complaints of misconduct in our district so I get a I don't think we're going to need that in place our district say it's another building principal so that's just what I want to know absolutely if we go back to the top the in the superintendent case if you're also required to go the New Hampshire Department of Education according to this policy so that's certain important yeah but let me let me try to get that clarity because 888 it is real as you Gallagher has done is she has continued with the requirements for student to get that label of Campus meaning name they report to a designated area when they don't have a schedule class is typically only applied to seniors with a specific grade point average and so she has worked on updating that procedure for the high school so that we may not keep them on campus just for the sake of keeping them on campus and allowing them to leave but also extending it to Juniors who are in good standing as well so that we don't have as many as many in the frying pan all at one time so to speak and so she's been working through that and and has prepared a updated procedure for the high school that would allow students in either the junior Racine clowns to not be held in a holding room so to speak if they don't have a scheduled class and it's typically 1st or 4th block that were referring to very rarely has it occurred during the second block although it has happened in which case they would probably be asked to stay in that holding area so that they're not leaving and then coming back so just wanted to give you an update their there was no policy that we have found it was in the student handbook great the student have time to the end of the day we have some students who are academically baby students who ended up with study hall 4th block and the extra 48 minutes of I time where I was last year they would have gotten an early release and just gone home so what we're looking at is having Juniors and seniors have delayed entry if they have a study hall first block in have to be academically eligible so that'd be great would be great average or higher and they can either go away 4th block and I time or just I time so that's what the changing procedures was it was to add the Juniors to it and then the account for the eyes time. As well is there any reason we would need a policy to support that or would I don't really believe it's policy I believe it to change in procedure I didn't find a policy anywhere I looked for early release all were you have to pay for where I have to pay attention this make sure everybody has the right instructional minutes or be able to justify why they're not getting that so I think we're in good standing and number of the schools that have their i x at the end of the day or doing the similar things is there just at the traffic light out like they have it and then when I was in high school is there any issue that comes into this release and then they require and if they have to get off not not just out of the building but off campus and if they're in the building they have to be re-signed in with an ID with an administrator a teacher so if a student needs help we're not going to force them out but they don't need to stay if they don't need the additional instructional support so we have not implemented late entry or early release yet because we wanted to deal with the I timepiece before we started it you are planning to implement as soon as I get this stop from everybody that needs to give it to me there's a double thumbs up then I'll be shooting for October 1st or maybe Monday depends on what else we have to pull off but I'll let the students know it's coming cuz happening so we actually brought a lawyer in for the summer administrator Retreat and spent a day working with our administrators who receive that album presentation and will be able to share with their with their building staff to make sure that they are in compliance as well we're scheduling some minor follow-ups where are November professional development day as well but we did bring a lawyer in to go through it one of the lawyers who helped work on the policy with nhspa came to present to all of our building administrators throughout District actually do we have been a designated Title 9 coordinator or that's the director of HR and I said I really didn't have any any other questions all right review we had talked about looking at a blizzard bag policy and Rob I don't know if you want to talk about that kind of goes with a phone call earlier this or actually it was last week we had the reporter from The New York Times who said so we're not going to have snow days anymore and you know I have the Curve the reporters and tell her what we will still have snow days but we could be out of the makeup day business altogether because of what we've learned throughout the spring with remote learning as you know blizzard bags were unallowable process to make up snow days during the actual day that schools are closed for inclement weather back in March when we went to remote learning they updated the EDD it's not a law requirements for those makeup days initially it limited them to only 5 days per school year and so they took that requirement out and have expanded that that ability to use or off-site learning on days when students are not in the building to count as a school day so what we're going to be working on is to submit a plan to the commissioner as required 4 days when our buildings are closed for inclement weather to be able to Pivot to a remote type of a learning environment so that it will count as a school day and the actor last day of school will be the one that is on the calendar we won't have to build in those additional snow days that we typically do and everybody will know well in advance when the last day of school is the commish as indicated that we do not need to submit that plan but I want to make sure that we're doing it right just in case it is ever question and or challenged our goal is to have this wrapped up before the end of October or very early in November so that are able to Pivot on a day where we might need to close the buildings because of weather related instances I just want to verify that I'm putting that plan together you're working with the staff at the different grade levels Administration in the text so we'll be calling out putting a call out to different grade level instructors as well as administrators so that we can make sure we're collecting input on what that's going to look like so one of the good things that has happened because of the spring was the shift to our our teachers utilizing Google Classroom so they're already building these processes and putting them in place so in the event that there is an inclement weather day you know it will be very very seamless the the difficulty will be for students who might may not have a device or functioning internet so those are the those are the bigger hurdles Chromebook order comes in on time we should be covered in Keene from grade 6 through 12 no problem and we should be able to at least know when a snow storm may be coming so that those who might need a device can take one home or check one out of the library in the elementary level for those who might not have access to a device at home and we should also be able to prepare any type of hard copies for those who might not have internet access so you know those are the working components that we're going to need to troubleshoot so that we're in compliance so that it can be show me school day participation in our seen a couple plans we put a couple plans into the drive so that you can look at what other districts are doing some districts give you 2 days after closure to turn in your word, because it's all hard copy and I not using a a technology component now there's our are not giving those two days so we want to make sure that what we're doing is not just a blow off they were there just filling in coloring books and sticker books are things like that how we want it to be part of their learning so that that you know we can tell you it really is one thing I hate you. Mi burn up in New Hampshire to be a remote learning on those days. real chicken it and certainly for students who live in outlines house and stay there pretty regularly without no that's definitely part of the technology the sole basis of our snow day plan I don't like the word blizzard bag so if anyone has a creative label for that please let me know I just it sounds like a menu item at Dairy Queen that's why I'm really hung up on that absolutely when we make these plans we are taking into consideration all students not only special education but like we were talking earlier our mckinney-vento students students who may not be identified with a disability but need accommodations through Section 504 are English language learner students I mean are there are a lot of subgroups that we need to be mindful of as we as we articulate what it will look like on those days do you think if you're aiming internet absolutely be able to give you an update by next month and yeah I know my son says having not spoken to the staff but they were a lot of Staff in a lot of families out there that would be very happy to have some place in place of we're not going to school I have not heard any objection to moving in this direction from anyone what's the weather and not that it's been hugely broadcast but some of the folks I spoke to anecdotally have said Oh I thought that's what we were going to do anyway here's to hoping we get some snow so you did say in a public meeting that you were going to go in this direction for one week of soda is at this point we don't need them I just want to snow this winter drought drought conditions are not dissimilar from what I'm used to really do need moisture in any form that we can get in at the now there's no question about that and it was interesting when I was talking with that reporter she said so you're not going to have snow days anymore and I said we live in New Hampshire we are definitely going to have Schnauzer with no doubt in my mind about that whether or not we need to make it up as a different conversation so so that is run run do we have any non-public I have no non-public and with that thank you and thank you rob that you wreck and Jen thank you
