there is no guest pass evening and welcome to the September 13th 2022 meeting of the Keene Board of Education if you could please rise for Pledge of Allegiance are the United States of America and to the Republic for which it stands one nation under God indivisible liberty and justice for all can I rip 44 minutes all right the first item on the agenda is the public input on there has been a lot changed yet again this time directly affecting public input at legislative meetings which includes by the way committee chairs take note this is going to apply to your committees as well we are now required to allocate 30 minutes minimum to public input at any of our meetings in the legislature immediately had to clarify and say that doesn't mean that you have to sit around wait for 30 minutes if nobody shows up at your meeting what it means is when you open public input it remains open for half an hour so take note of when you make that announcement and your committee meetings Rob's going to keep time for us when we do that tonight and at any time during that 30 minute. If someone from the public wishes to speak you do have to allow them to speak all the other restrictions that we've been using recently remain for this particular meeting that means that we limit speakers to 3 minutes one turn each and what they're speaking on has to do with the school district in some way it doesn't necessarily have to do with what the board does but it does have to pretend the district they can't come in and give their opinions on it like the Ukraine war or something and you know the usual rules about decorum no insulting other people no giving out personal and privileged information that's a good thing that all remains in effect but we are required to allow up to 30 minutes for people to come into your meeting and make comment as well as the supply can if it so chooses so Rob this a little early but we're going to go ahead and before we could we introduce our student represented off yes we do have we have a new student rep this year Maddie Waters from last year's actually student council president this year so this year with us representing the student council is as I'm going to try is Kathleen gone think I'm close Catherine Catherine I got the I got the easy part wrong she'll have a report in a couple minutes when everybody like 30 second Cameo just introduce yourself and your rise to this position and what grade you are that helps the viewing audience everyone my name is Katherine and I'm a junior at Keene high it's really nice to meet you and I was actually elected to this position last year so I'm kind of really like last year in the towards the end of the school year so I'm really excited to get to know all of you and learn more about how student council really work boardworks awesome thanks Catherine all right so I've got 6:34 so we'll open the 30 minutes and probably closer to 7:05 anyway have any public input tonight no I got it that's the interesting thing we haven't had 30 minutes of public input since before the pandemic even even at the height of some of the 10-day McKay's shoes we didn't go beyond 15 minutes lacking public input or next item on the agenda is this year's fiscal year 2021 audit so you can use the public input speed we do need you to give your name for the board manager on the auto park in school district in the essay I'm just going to get a quick overview we're not going to go into great day turn on the financial statements there's a lot of information in there and if anybody has any specific questions I'm happy to answer anything about the audit what we do how it works certainly can go into any of those things but I'll save you know the really exciting details for future date so we came out this is last year's audit so we're actually currently working on the fy22 audit this week so with this is last year's audit and we come out after 21216 32 so everything kind of the world if we come out and we do I kind of like to give a quick overview of just what we do cuz a lot of people think it's just a lot of numbers and we do a lot of risk assessment we look at control as we look at who's doing what what are your policies that are in place than what everybody is supposed to be doing and then we'll test those things and see if our people actually doing all those things are we do what we call a controlled test we do payroll we do on cash disbursement over vendor payments rotating cycle will do a full test and see what that's the last year for Keen we actually did payroll and AP because of the pandemic we had been delayed a year on a rotating cycle so we did both of those last year and there was no deviations in the cash disbursement tasks so that means that the policy of who is supposed to from when the vendor vendor invoice comes in when things are ordered and all the way through the payment we test over 40 transactions throughout the year on a random basis and there was no finding everything was working the way that it was supposed to be so that's all good news. to do the same thing for payroll parallel school district is a lot will say that I give a lot of credit to all of Harold people in school districts this a lot things there was one deviation and all that it was was a time card was not approved by the supervisor again in the grand scheme of things nothing significant by any means to those of those things we look at to an activity funds we think that's a very important part of an audit obviously it's students money and it's just a very you know Iris Gary area we always there's always some TV and as far as will test receipts and disbursement precedes we struggle with this across the state just getting people to sign off like I've given the secretary $100 and then signing off that they did give that another person received it just that whole follow through we write it up pretty much every year if area schools you know in in Keene it's it's Hit or Miss as to which ones but and then disbursements there should always be an invoice you know supporting the request for disbursement what are you buying with it for their receipt that goes with it's the principle whoever signing off on that. Yes at that farm request has been approved we find some some lacking of supporting documentation there on occasion nothing glaring but it is going to start a recurring and it's it's a it's a battle it's a struggle you've got secretaries that are play third of taking his on out in there again and trying to do the everyday duties as well you don't really it's just reiterating the policies to the school's over and over again and just realized Georgia Pike and that is an importe Point our biggest area our risk of fraud maybe not the biggest amount of money but our biggest area is Student Activity funds so in the business office we take it pretty seriously but it's very difficult to since 2021 had a training with everybody that was involved with Student Activity funds probably dr. G's first year what's troubling is that we're going to have the same finals again this year cuz we're doing for 21 12 we're going to have we're going home I'm answering and trying to deal with payments where people hold receipts which is money are going to deposit in the account for up to six months and this is just a test and disbursements made basically with no backup so those are the two areas where were not so good we try to retrain every year so I am working on a letter to those folks that are in charge of this apartments and then don't need to do it done the training handed out the manuals. Going to have to hold their people accountable to make sure that it's being done it's not because we don't have trustworthy people are not great people it's because you want to have all these things in place in case you ever don't judge it you have a great person and it's a lot of cash basis and easily distorted so we have caught in my tenure numerous bouts of rod ends to nectar Define areas and it's because of Auditors and it's because of our practices it's hard to make sure those goat most of the funds go through with all kinds of internal controls in our office activity fund our. with internal controls that the folks doing it are responsible to implement I don't over see those we see him at the end of the year so we'll see where that goes but I want you to be aware cuz you'll hear more about this because it's a recurring issue I got robbed so just along that line I do want to come in 10 minutes staff because they worked really hard to put together procedural manual and go out there and train folks in the building so that you know it was made non existing before and as a result of some of the Audits and some of the findings Tim Tim and his team as they look we've got to put together a manual that says a b c d e f all the way through and we've got to go out and provide them with a knowledge base so that they know what they're doing sometimes the issue is if you've got turn over in the positions that your training and it's like starting right over from square one again and again and again but you know this was something that was loose and Tim in the business Alpha said let's put something together so that we have a resource that we can go back to and hopefully those who come into those positions will at least have something they can refer to the I think it goes way back even before Tim was working here we had an audit and then of the Student Activities and we found out one person who had a completely different system of doing it there was no way you can interconnect it and it was all depending on that one person and that one person get hit by a truck we would have no idea how much money was coming in and where it's going so Tim's come on and other ones and they've made it a lot of progress but it was really bad because we had no idea where it was and all one person and we had some fraud and imports of you some more Freud so yeah it's important to have you know what policy like you said if someone gets hit by a bus can somebody else walk in and pick up the things are going okay here's what we have to do you know when having one person in charge of it it's not fair I mean you want to kind of see it's hard to have segregation of Duties at the school side like that but if you've got you know what teacher turning in money for a field crap and they're saying yes I gave you $600 for going to do when Tom and they sign off that they gave you that in the person receiving it is signed off and then you've got multiple people involved in this just really important you know I always say it cya like I don't want to give somebody money get out that it's just important to think of those types of things that are a lot of these school secretaries maybe that's not what they signed up for when I took the job he didn't think they were going to be in a running this little you know and bank accounts and trying to keep track of that I mean you get to the high school level there's a lot of active Christina Fontenot small. Not too much but you got to go High School level and it's significant and we brought all our Enterprise funds into the indoor regular Financial system which was huge cuz a lot of money runs through over the years right slowly start chipping away at that was inside of taking those out of the student to be fun you know that's not really what those are at the high school level and to a lesser degree at the middle school levels of adults that are the interface with the public that rotates a lot this is basically volunteer positions the folks the two I mean there's a stipend but it's not huge so you're constantly having to retrain your getting people that are excited about whatever the activity is but maybe don't have any I'm a financial background so I can only imagine the challenge of finding those issues have that part of the process to check it more often than just the once a year or have a process in place to evaluate it like you just like we get the list to approve something similar per School per quarter or is there anything in place to sit not just looked at once a year I don't have that in place now but that is an excellent idea one of which we've had many times it's making that a reality is not as easy well not that it needs to be whether I have a bandwidth to make that happen I don't know that would be ideal battle through the through the state I do I have started to see any weave like I said we write this up everywhere we go basically and we've started seeing a lot more I'm not coming in house but month and reconciliations being turned into the business office just to go yep you reconciled your bank account y'all you know what's all in that we're seeing a lot more of that from the business office just because they're trying to make sure that they're going to taking care of his sons that kind of there 3000 / you know oversight at the end of the day so I'm we do see a lot of that but again it's right and having the staff and having you know the time to add another account on how many student refunds do you have across-the-board like adding another day basically to to be able to sit down and look through those real quick but sometimes it's just that knowing that somebody else is looking at the top kind of a thing knowing it if somebody else is going to be checking to see if it's just quarterly like hey give me your quarters for the reconciliation so I can just look at him real quick and run in Nashua on it or something like that it's it's help is Phoenix a sheet everybody loves the spreadsheet. But obviously it's mostly on your office to him but if you need support from the borders bring it to finance and I know we work through some of those policies in the past I need it again we're happy to support you however it's needed sometimes power comes from the auditor the auditor said you know it some get away with a share you know what our findings maybe were and things like that and handed out so I know the questions for the otter I do just want to give a quick overall that you're at the opinion is on modified that's the best that you can get so there's no findings everything presented that we needed to do we believe the financial statements are fairly stated I will also do all the single audit testing which is related to all the federal funds that you guys receive you have significant amount of federal funds so we're required to do a whole third of additional testing on that major program so we looked last year was Child Nutrition which was like a good one for last year just because everything was there's no applications or any of that but we do a whole set of compliance requirements this year we're testing two different programs so we do a lot of that there's no so we haven't we haven't had compliance findings their internal control finding some other good things the business office works very hard and and our fantastic we walked in yesterday in the Shell hands us what we need and she didn't even see us yesterday it's it's a pleasure to come out here and good people to work with very good information very few audit adjustment if any are ever required to them shame you didn't need us to do a motion to say anything right now we've already have we've already done that paperwork finance committee agenda can I have a motion to approve the consent agenda 2nd Avenue and want to remove any items from the consent agenda all right all those in favor any opposed carries 98080 I recorded the board chair No More Tears didn't wrap superintendent that we're already shuffle a little bit from adding in the auditor but yeah we're good alright as this is our first regular meeting following the opening of the school year I do want to welcome everyone back for thanks everyone involved their hard work and getting our schools ready for the year coming particulars thanks to the maintenance staff Wheelock teachers and administrators and especially the custodial team at Wheelock school for getting that building ready to go following a very tight construction schedule they are but it's only a couple days before school opened over there and they are custodians in particular went above and beyond to get everybody moved back into that building and ready to go most of the feedback we've received so far indicates that start of the year has been fairly smooth especially compared to the last two years there were a few reported hiccups at the high school those have mostly been focused on non-instructional issues which we hope reflects the renewed focus on the primary purpose which is gauging the students in meaningful learning and we will be hearing more from the administration about the high school in a couple minutes brief note on the board's work in the coming year we have two contracts to negotiate this fall out of Kea which represents our teachers and the akt which represents our tutors the first is already underway and we're planning to take the initial steps on the second set of negotiations later tonight we also have yet another list of new and revised state laws that will require review fire policy committee to adjust our own policies to ensure we remain in compliance with state laws the budgeting process never really stops for Tim's office and the finance committee will start next month month-and-a-half picking up the boards part of the word in preparation for the big budget hearings in January February and finally one of the boards lessons from what went on at the tail end of last year winter and spring at the high school is that the Board needs to do some hair work in re-establishing strong relationships lines of communication between the board and the administration the Educators on the students and their families so that's something we're going to have to start taking into really a September goes and then. once upon a time that's all that I have tonight next we're going to hear a brief report from our student representative so Catherine go up so I just really have like three points to mention so homecoming is on October 1st now so definitely a lot late earlier than last year so there's been some concerns about that class councils right now are working on floats with the theme on elements I know specifically that senior class is has the element water and then junior class has a theme on fire but the sophomore and freshman class they have not been elected yet so they haven't like chosen their element yet and then ninth-graders have testing this that's all thank you so first first look at the new revised superintendent Ford has promised for like a long time while we are working on the evaluation tool for the superintendent of a line the report in that vein so there's some data that you're going to get that is actually not germane to Keen only so you enrollment numbers for all of the schools throughout the SAU you got breakdowns for the Middle School in the high school for sending districts as well as the totals for the Middle School in the high school in August I reported you the information under the emergency drills in that were expecting to drills to be conducted in every building this month I know that some of the buildings have already got one if not to laugh Mike Naughton Keen we heard that they had their second drill because they had to do a reverse vacuolation because of a critter on the playground that spray stinky stuff so they have practice that reverse evacuation so they 70s at 2 drill you've got a document. But I just wanted to codify that in the report so that you have that right rather than me just telling you about it like I did not August I wanted to make sure that it was included in the a.m. in the report so from their below there are the different sections of the evaluation of the superintendent we were reported in August the curriculum work that was done Brian and Ben went into great detail with that sword wanted to make sure that I captured that in a written report for you assessment updates the New Hampshire Statewide assessment the SAS those results are embargoed for the time being and tends to happen year after year after year no matter how much we push to get that not embargoed it's a system at work we're fighting with we want to be able to report it would love to be able to report it but unable to repay read it until the. He lives that embargoed information so as soon as it is lifted will report that aimsweb testing just a quick note and I think Brian chairs most of this data with the education, 3D games web results just quick notes that there were is a marked improvement from Fall to spring with the 2122 data and individual cohorts from spring-to-spring meaning when they were sick grade 2 third grade right spring-to-spring showed Improvement as well so I mean all good signs and specific data is shared with the education committee so I didn't want to over embellish information in overload systems in this report here academic goals for schools are going to be more once or are they going to be spelled out more specifically after the fall benchmark assessments are done so. fall Benchmark assessment end of this month or early into October special you are to me microphone Alex blurring a freshman or taking the exact path. I took this week so from there we'll determine what are the what are the individual and cohort specific achieving goals parents got notification today if you have a 9th grader that the test for that day's tomorrow and Thursday and parents have been asked to make sure that they're freshmen have their Chromebooks charged ready to go and bring them with them tomorrow and Thursday so yes thank you but throughout the district to the other benchmark fall assessments will be done late through late September in a little bit in early October captured the report from the director of student services with the extended school year in the summer so that you have that the next section is the effective organizational leadership and filling positions so we've got openings that were budgeted in the professional certified staff and the support staff so that you have that they're not just for the schools but throughout the entire SAU below that I did put a link in there that was sent to the Superintendent's Association from the New Hampshire bulletin that this is this is chronic problem not just for us but for a lot of schools all over the state all over the country and if you take time to read that report you'll see some school districts that you thought would not have issues bringing people bored or actually having significant issues as well that's not an excuse it's just the reality that were living in and that we're trying really hard and it all districts around the SAU or in the state of New Hampshire to fill our positions but there are a lot of challenges in doing so sticking under organizational leadership wanted to give you an idea of what the evaluation timelines look like so I'm not going to go verbatim with that for you so you can read that and if you have questions Brian been myself can help answer those the school culture student Behavior George Touch done it by all accounts there there have been numerous reports to a very successful opening of the school year I will say in this building here going in the back parking lot where it where students come in and get dropped off they at in the buses come in you had teachers who are out with their waiting pools in their Hawaiian shirts and offering freeze pops to students on the first day of school just trying to make it a little bit more fun dr. Gallagher on her first day with her staff say welcome back everyone first activity we're going to go and we're going to do a scavenger hunt and it and here are your teams it Blended experienced teachers with some of the new staff that are coming in so they are working together to find different things around the bill whether it was the mission statement that's posted right by the entrance entrance they had a student in the in the black bird costume that they had to find and get selfies have a blessed day thank you thank you thank you anyway I had to get a selfie with the Blackbird selfie with the SRO so they had just different fun activities you locate different stuff around the building which was really helpful for your staff were brand new to the building but it was also helpful for the returning staff to interact and mingle with the new staff and created a really nice atmosphere from the very first activity of the of the new school year for the staff and they've had a wonderful student assemblies to open up the school year Katherine you can you can you tell me I'm crazy or not but the report I got work that the students received the opening assemblies very well there were there was a place that was given you heard from the custodians during those things that was when it was over all very well received and there was a lot of enthusiasm for those who were there on Friday night at the home opener for the football game score didn't go quite the way we are hoping for scoreboard look great but the new scoreboard well maybe not for the numbers on it but you know it was it was a really fun atmosphere on Friday night you know I looked at the stands and it was packed and it was absolutely packed in the stew brawl in their Hawaiian attire and it was it was just a really good night you know it was great to see people enjoying the game as much as we could and watching and cheering for our team who I know will rebound do incredibly well this Friday night when Nashua comes to town so the opening of the school year as a chair said have lots of examples of really good things that are happening and I'm of only spoken primarily about this building the same can be said for all of our schools in the district as well put the meeting dates in there just so that you have that as well and the communication report that you typically get at the end I just linked it in there so if you don't want to look at it don't click the link but if you do want to look at it by all means click the link and you can have as much of that information to digest as your as your heart desires with that with that school board engagement what I'll do is I'll also try to capture all of the emails that I send out to school board members as well so that way if you miss one and you see it in the report is a old crap I better go back and look yeah maybe maybe not I'm not going to put the whole email in there but I'll put the subject and so that way you know they'll be full transparency and accountability in that bath now mind you this report is for 7. District so when we talk about some things I don't want you to feel like well that doesn't apply to us the budget process will be presented to District separately because your timeline so different you know the timeline that using Nelson the same as we used to carry Keen or over in Westmorland so just want you to know that that'll probably come to the finance committee in early October so that you see what the time line Looks like I know Tim been Brian Rick will be sitting down between the end of this week in the beginning of next week to kind of map that out so that it's ready to go to finance for the next meeting as well they'll probably begin the process before you even see the timeline just so you're aware that I'm sticking with that at that new tool external relationships is another evaluation piece so I'll put in capture information there and then the administration of school and you put the summer projects such as the Wheelock renovation or the paving in here because I think that's been somewhat done to death for you so I didn't want to do it again but just sort of capturing that the whole intent of the report is when you get April and May and it comes time to do that evaluation you actually have roadmap month after month after month that should align with that tool so that hopefully if I everything is going away it's expected to go then it wouldn't be that difficult for you to come up with that process or to run or facilitate that process and then the last piece is it usual updates with dates so that you have it so that being said happy dancer questions I'll try not to be so long-winded but being that this was a new format I wanted at least walk you through so that you understood why it was the way it was the boards at met last night felt very favorably about the new structure so I don't know if this is going to work for all seven boards but so far so good questions for Rob Rowley I really like the way this is organized my question was for the August 18th meeting with the city of Keene on the residential development to review We I'm on the committee which is the planning and Licensing and development and the joint I'm bored and we've got some major changes to the land use codes that are under debate right now did they give you an update of where that is or was the scope of that and what's our interest in has a school board declined to predict where in families and children might be that we have to plan for so that meeting was with Jess if I'm not mistaken 50 rounds than you and first time I've met him wonderful person he said look you know we've got all these plans that are happening at the city level and we haven't really talked about what the impact of the implications might be on on schools and enrollment in schools so we've got we've got this one project over by the circle near 7-Eleven just where Maple Ave is and then we've got another one that we're looking at Meeting House Road that area to Timberline Road area they're looking at another development over there both of those developments are going to have an impact on one Elementary School doesn't matter where they go in the city this Middle School is a middle school high schools are high school what the impacts are going to be will be with our elementary schools and if we're Building Hope that's a public input if we're not knowledgeable about what's going in there then it will feel like we're bursting at the seams in an elementary school if we're not mindful of that and we're not planning for that and we're not considering the attendance Zone lines so I'll say that I don't have the exact plans or the proposals I know that there are these ideas at this is going to happen here and that's going to happen there and back some of the structures are going up near that 7-Eleven but until we really know like are we talkin two or three homes are we talkin 40 homes what are we talkin about who do we think are going to be moving in there are they going to be bought by companies so that they are attracting employees and they're like a we got this house or is it going to be families for family rate what would be no it's hard to predict but we could create a formula or an algorithm if you want wish to say this is what the impact might be at the elementary school level good question on preciate that now the key will be keeping that Communications Line open and making sure once you no plans yet finalized tractor start going in that they let us know so react until a little bit along the line there there's an organization that's assisting with refugees as they're moving into New Hampshire but more specifically into Keene and then we need to provide Services whether it's English language services or other services for school-age children if they're not including us in the conversation and now I just going to drop this kid into this school and they don't speak any English or they speak very limited ink deal with it is like come through the front door let us help so that we can make this transition successful for the family that you're bringing into to the community we don't want you to drop them down and middle have their first experience be very negative we want that to be a positive experience what part of that means engaging so that we can help plan for that arrival of that student that family we've got student in the adult program taking English language courses and they're engaging with Vicky Farrington so that she's not blindsided by this so you know it's really helpful the the refugees we take we in New Hampshire take the certain amount every year and we're proactive on it it's two organizations ones a roofing and I think the other ones to Kathy fairies they get paid by the federal government and there's so much goes to the refugee family covered for one year after that years they're on their own they are expected to get jobs and what did we. We just hung up with the state house while what happens if you hit a lot of them can't speak English cultural barriers and everything then all of a sudden after that year then you have kids going all over than falling into the homeless category and everything so it's just not a one-year educational plan it could be something that could be going another five six seven years and have we have to plan for a lot of other social resources in school I no further questions for Rob and thanks Rob to how many them are in special and support staff are they mostly special education positions and that's the first half column from elementary to high school. any other questions all right before we get to the standing committees further on in the agenda under old business we have a King High School update there's no objection I'd like to let principal Gallagher go ahead and do that now so she can head home to her can you forgive me right before you start we don't have any public so I'm going to go ahead and text you in about 40 minutes we're going to close our 30 minutes of public input for the evening hey Brian starting a PowerPoint up for you guys to watch I'm sending Gallagher for those of you that don't know me hello to the community this watching do you need me to come back up and find it it was up there everybody's could be worse being seen with me. Why was last with you at the June board meeting and at that time we presented a draft of one friend you can go to the next five please we presented a draft of seems that we've walked through the summer and what we made some decisions how to come out of what was a pretty much a crisis of April and March and April and that was really to shift the focus to making the school positive we gained momentum those last six weeks with the end-of-school particularly with the leadership of the faculty our students and we barely benefited from that Rob's done a really good job highlighting with the opening couple of days felt like this is the welcome that we gave two parents and it's the welcome we've been giving all the students that our focus is on safety Community Norms school spirit and most importantly academic success safety see obvious pieces we all know that this light here just shows you where we are I've been presenting this fight as we moved along I'm highlighting where we are in steps this is the very first slide from the June meeting we have presented the scenes to the faculty and staff we've held parent meetings and our next parent meeting to go over next steps is the 21st anybody that's a High School parent should have gotten an invitation this morning that's been by Zoom the development the action plan is in place and I mentioned that I was going to align it with me ask that's the piece of them to go over with you guys today very quickly to show you how we're moving forward for those of you that aren't familiar nesscas what gives the high school accreditation we are in I turned in the five-year review and we got it back and Rob was it March April this past spring and we have work due to them in June of 23 our 10-year review is in 28 which means they'll be coming here 2025 so we're actually getting him placed the work that we need to do Brian if you can go to the next slide at this just talks about what's happening in the ask when Keen went through the last me ask it was working under a different set of standards they now have six National elements that are pass-fail and interesting Lee enough those elements align with our themes if you want to go to the next slide Brian just quickly these are the ones that are passed bill for us that we have to have a safe environment I'm not going to reply to you we have to work on our core beliefs our beliefs about learning and our vision of a graduate we're supposed to have a written curriculum that's consistent across all classes we're supposed to have an improvement growth plan was supposed to have been Revenge strategies in place and we're supposed to have buildings and grounds and Facilities to support our students academic success if you remember on the left column those are the things that came out of the data and we went through those at the June meeting and I've done them a number of times publicly over summer this is how it lines up with the core values I mean skews me the fundamental elements for knee ask the folks need me to read through this for you okay thank you Jacqueline what's interesting Lowe's six fundamental elements I've assessed The Faculty once on August 26th we had about half the faculty answer and then on the September date there are 111 faculty that answered on the very first date nobody could say that they felt confidently that we had a safe school that's based on percent that's not numbers and then I can't read them they're too far for me we're almost at 2% of the faculty and staff that think we have a safe school once we pulled them all I'm just last week at the staff meeting our goal because it's a pass-fail our goal is to get to 75% you can see we have a lot of work to go so Brian if you go to the next slide what I've set for our faculty is that by the first faculty meeting in September so in a year from now that 75% of the faculty will score each element its implementing or transforming which is a three or a four I have very Q3 that represented the threes on that last sheet with a long way to go so the last step that we took was the faculty of the faculty meeting was that they had to give me the evidence that they needed to feel comfortable for each one of those statements and we're about to sign everybody two groups yesterday the administrative team with each assigned a different element that they're going to be responsible for any chellam its growth process will go through different steps not it's not going to be the same format for every piece you know buildings and grounds really budgeting P-Square by student safety really sad at peace we make Wheatley weekly to look at data so that's where we're at right now go ahead and then these are some of the things have happened since I was last with you we did get one your monitor over the summer we now 3:30 that's exciting we still have three openings in the budget the teachers are continuing continuing to support Call of Duty not the same way with the orange vest that the Keene high together did but they they worked out their schedules at each each. Has least one additional adult in the halls and checking bathroom so we're scheduled that way you know that we've moved by time to after 3rd block that's created a substantial amount of structure at the end of the day and the other thing we're seeing the benefits of its increasing the opportune Bass Pro in Richmond for students so those students that don't necessarily have to do a reassessment we're creating different opportunities for them during those 40 minutes I'm grateful that the aicd passed at your last August meeting thank you for that that's the student conduct Beast if you were going to get down to my office right now I just got a new board and I've mapped out the tier two interventions so we'll be able to publish those and walk through those we are we are using the ihpi that's the alternative plan that you you got you guys pass last year that's in place for a number of students already all of the emergency operation plans and Rod spoke to this across the district have all been aligned so that we have similar expectations and all of the safety drills are scheduled one of the interesting things about the high school that I found out that's different I guess from the Elementary's is that we're not allowed to pull our own alarm and I'm not sure why so we actually had to reschedule we had to drill last week and I realize that with a new person in facilities in three new two new assistant principals that nobody knew how to do it so we met this morning and we're all set and we're going to have our first drill on Friday here's a really important switching our community the nurse's office is fully staffed it's an entirely different center of the bill and now we're pleased with that we've talked a lot about shared governance in the building we had department heads those of you that have history on the board know the history of that when I came on board we shifted our Focus from just distributed leadership where everybody had to differ roll two really focusing on the instructional leadership team so for two years our faculties voice came through that team and it's a focused particularly on curriculum and instruction but we found we knew there was a gap and that Gap was highlighted last year in terms of our inability to communicate operations pieces appropriately the Keene high together group filled that gap for the last 6 weeks of school and we now have a pretty substantially impressive group of senior faculty that stepped into that committee so we now have two groups of faculty in the shared governance model working with the administrative team on this very distributed leadership building leadership the safety Community Development and operations instructional leadership does the curriculum and instructional competencies and we've identified a series of ad hoc committee's cuz we're looking for ways to have emerging leaders Among The Faculty serve on an ad-hoc do a project move yourself into a department position and then maybe you'll go on and get your principal start so this is helping to have more staff participate it's also addressing some of the communication gaps that folks were said they were experiencing the castle survey if you'll just go back one more time Brian real quick the last to the castle survey is the co Alicia non-academic social emotional learning it's a survey we did last year as a pinpoint we did it in the fall will be doing it again in year and on week for it it'll be done during advisory that will give us our first Benchmark of the kids sense of the school and then finally the ad hoc committee on school pride Rob talked about the teachers that met the students in the parking lot they met them on Friday last week here in North Lobby and played corn hole with them so there is an ad hoc committee on school pride. merging and then I guess the piece of it that I feel really good about you go to the next slide Brian is that I don't know if we have speakers but that video that's popping up we actually interviewed the custodian and let them talk to the students I don't know that you can hear it hit play oh that it's it you have to hear it it's not going to be fun but no do not fret not. Okay I'm fixing to die of haulage eyes you won't be able to hear it it did custodian spoke to the kids and they talked about what respect was they talked about what made their jobs easier they talked about what made it hard and they talked about how much they love our kids so we've met we've made an agreement that we're going to hit all of those various places making sure that everybody has voiced so the students will have an opportunity how to make videos about what do you like we have a set of questions that we asked everybody it's really telling when you heard us talk about John good and John ropes there are two Hall monitors they're also the people that painted the buildings so they pay when did the bathrooms and when the kids go in now it's different than all this is my bathroom but you actually heard a kid say this is a bathroom Mister rocks painted and so we're putting a name to everything that's happening in the building this kind of exciting the video is just just cute it's one of those things that than it was so meaningful to the students that we had to bring the custodians and in that was one of the times when they clapped the picture in the middle that's the student section from the football game I don't know how my phone caught that that flyer on the cheerleading squad but she's there and then the other side with the black bird is actually the faculty on the scavenger hunt so that's what's happening in a nutshell it's a good place to be Brian's got his hand up George Freeman booming voice Georgia that video that you wanted to show us his actually it's on the Facebook feed the school district about it didn't it's out in a couple of places I just want to do a follow-up where in the week 3 of been over here several times opening day periodically a little last couple of weeks I'm just wandering the Halls is a different energy at Keene high school right now haven't seen even pre covid with the kids they seem in a much better place much happier as I said to Cindy last week I was stating the hallway St Louis kids ready got the bus in a couple of Staff just came up to me and said great start to the school year just to know I didn't ask them any questions they just wanted to offer some feedback so it is there is a there is a palpable energy in the building which is really nice to see and I think I think it's going to translate into a really positive year right before we get into questions I want a hit on one thing before we get before we lose it SATs in homecoming I know I know you had to work with student leadership because homecoming is really early this year that's a hold everything we don't need to get into that part tonight but sats are going to be in this building the morning if I'm coming here for four years of Homecoming in this building was not a quiet place please please please make sure that the kids take is this is there at homecoming is awesome but this is their future make sure that they have been appropriate atmospheric without instructions and we really had to toss up our schedule why did the other opportunity with the Pumpkin Festival which would have been swapping our entire homecoming peace and we wouldn't have been able to do the parade so it's part of homecoming is how your schedule and we are aware that we have just under forty students from Key I'm taking the SAT still do miss the parade their decisions around rest of activities we have athletes all of that stuff that will make sure that they're in a quiet section and they're not down here by the gym that thank you all right questions on what dr. Gallagher presented to us not not a question just to come in and took them today that's good to anything for you George the information in that simple bar chart on whether it's sobering news on like eight years of the community feels but I love seeing it and I love you I felt like as a group we were trying to understand and appreciate where we were at and where we want to get too so I think if we could feature just get updates and that would be awesome but thank you for that that display of we're working, I need to be really honest I don't think 75% going to pass I think we're going to have to get to around 85% but if we can be strategic about it I think we can get there in three years so each of the teams will be waiting on those six goals to tell me how far they think they can get this year based on what the faculty said was the evidence they needed so Chris Brown wrist thank you dr. Gallagher is it coming through I can hear you is it a 4-point scale you said on that it would understand correctly that they answer the questions on a 4-point scale it's interesting Raleigh bednyak rubrics ra4 point scale except those six end up being pass-fail I think 32 elements I did those elements on the four-point scale just as a way to get us moving in but we all sat down and have a conversation that but we know we're going to have to be at a 3 to pass exactly and that's 70 get 75% yeah and I think we'll probably in order to pass it and in order to legitimately get to a pass-fail I think we're going to have to be at 85% night I'll know by the young vision of a graduate Workshop is the 26th and 27th I think of this month so I'll have better guidance on that fit just for the for the question thank you for the clarification if you have low numbers like less than 10 on a 4-point scale mathematically that means that a lot of people probably rated zero yes okay find those were the number of people that said three so that somebody could have done it on a one or two as well. Thank you we are all adults here and bonjour if this number says 98% of the people of the staff come in and say I don't believe this is a safe working environment why would I want to send my granddaughters to this school if 98% of the adult say it's an unsafe place so to me if 98% of the adults are seen it's an unsafe place we should have a list maybe 10 or 15 things which day did belts feel that unsafe because as the parents and other people told us last year if something's unsafe the board is told the parents it is Anythink unsafe that's going to be our number one priority fix right now and saw I would like to see a list of what is causing the adults to feel that this Thursday Chris I didn't collect it with permission to share it with the board so I and put it in the summary format but I did collect that I collected it for each one of those elements things that just happened to be popping up over and over and over we need to start working on them I can give you some highlights off at the safety they want to be fully staffed so they want us to figure out how to create a pay structure that I'll let allow the pairs and tutors and that's that the staff where we're stuck in contract negotiation have jobs that people want to apply for there was a concern about consistency across the three houses in terms of consequences and are they being administered safely it was interesting there was no mention of violence in this piece of it there was a concern about whether we had all the policies in place that would allow us to write the procedures and a lot of it was Staffing so I don't mind it's not organized I just put it out and Rod out of the faculty I don't mind bringing it forward to you guys but if it really is it's about Staffing there was some questions about going down the facilities list now talking about the bill Security in terms of the door so you guys know we have 86 doors I did because 8686 doors 86 doors that are on a clock alarm but some of our alarms if it's north campus that means there and going all the time so this building security was a piece of it and then some of the technology around how are cameras work and then the lack of technology for us to be able to talk with each other off the the walkie talkies create that to the risk their stuff on the Fuccillo decide that it's safety as well but the big push if I had to say overwhelmingly on the safety piece it was about being fully staffed so right now we're short three home monitor so the teachers are doing Call of Duty again so that was a big piece of it and then the piece on restorative justice have we talked about restorative justice here it's about how to get kids be all of us to be accountable say yes and I'm sorry and here's what I'm going to do differently so there's if there's a solid movement in terms of supply those efforts as well I just follow up with that George see everything that you stated right now I feels extremely important because if I'm sitting home can I see that Bachata up there I get fixated on that number sure and you just helped explain a bunch of the things that you could explain and not really safety issues that their concerns I'm working working environment conditions but they're not safety the superintendent we just had another in the Personnel committee keeps daily track of all the young people and they're constantly getting quality people in one of the questions I asked the superintendent I hope we never get someone just to fill position and that could be extremely unsafe because I could wreck the whole culture of an area I thank you for all the information that you just gave now and I think they're the rest of you can give can help put a lot of parents and other people is watching his mind at ease maybe let me offer this for those of you that are watching when I do the presentation on the parent meeting and you all can be invited if I need to share the link rob you can help me get it out I'll bring some of that information forward in the synthesized way when I do my meeting next Wednesday cuz for me keeping track of who knows what that still moving forward in pianosa kind of a Tango for the board member to join a steering committee to help me we're going to get stakeholders involved and I'll know more of what I need for your October meeting but I'll be looking for somebody to come in to say yes I understand this I'm willing to step into this little knee a scroll I'm one of the one of the people has said that they does a board member so that everybody's involved with it so you guys can help me figure that out with with with the caveat that with the need a schedule anyone that we give you will come up for re-election between now and and so you may end up having multiple board members over the course of three or four years this year one group at a time if not looking for Life terms are you hoping to get someone tonight announcing it on the 21st as well bro I just follow up on what Chris is saying like at you said Staffing was a major thing we're all aware that that's a very big opportunity across the country so I okay I think when you got a little more granular with what in particular the Staffing was I think that was important to mention and maybe I guess as we move forward that's I guess we'll get a little more granular on what that is because unfortunately right now that's the reality Across the Nation so weird I don't and that worries me that you know to speak in a general term cuz that means the score wouldn't change based on just that one thing interesting one of the things I have to do is I have to help my staff understand where where we have control and where we don't they can say give everybody raises but we know that their collective bargaining agreements and all sorts of things in place so that's our next question is what what do we have control over and what don't we have whether I budget for another school counselor because I do believe one of the recommendations was multiplied Joelle x 3 so to read into that is to say that we need more counselors you know I can bring forward a proposal I don't know that I have the numbers to support that to say I need three but I might need one that's a budget question it would come up the pipeline that way bar alarms for the doors we actually have a panel that we that we found out about you know if there's things there that little sort out if the boy needs me to do a little bit more detailed reporting I can prepare something for October where can I buy Robin I scribbled a proposal between us I think what I'm going to propose is actually that you guys do high school does a quarterly real go to the education committee and basically this is September coupled with what you do next week with the parents certainly some of us will be on there at least watching that several of us are high school parents to begin with so and then December March and June obviously up to come to committees at other times anyway to ask for very stuff but I know you do but similar to this format you know three more times oh that's easy enough I appreciate that. And I do know if something important comes up we'll always asking it doesn't always have to be you you know I'm sure this was Robert Kennedy whoever in the building is the appropriate person to speak to whatever is going on okay I appreciate that as well Tim I just want to say one thing so I just think it's important important when you guys are looking at this and information that comes from your groups it would be nice if those information with the problems were problems and Knotts motions for example feeling unsafe cuz we don't have enough staff is a problem then concluding that the pay is causing that is an assumption and a solution that may or may not be true highest paid jobs in the district and highest in the area for speech and language pathologist in psychologist for example we still have vacancies so I just want to be careful that when we're doing this that way mix the two and we should focus on getting the problem list and then diagnosing what's causing that problem and coming up with solutions that are found it in in some data and reality cuz it's an easy conclusion to Mac but there are businesses across the country that can't hire even if they're over paying for their industry that there's not enough workers to go around so I think we should be careful otherwise we'll come up with a solution that solve no problem in Mesa more money that would be worst case scenario I'm not saying that's not the solution but when we go through these we should be very careful and I appreciated Rose comments that we should concentrate on collecting the problem and then looking at a more scientifically then leaping to conclusions that may or may not be true and I just think that's important cuz you have a lot of data and that assumption is made all the time and sometimes it's true and sometimes it's not but we should do sorry for that so we're actually applying our limited resources to solutions that work and solve the problem is safety rather than spinning our Wheels I think I heard that in the presentation. structure you do not explain in the same detail that you just did but that seemed to be what the process was collecting data first and then analyzing the data and then working towards the solution to a conclusion that was not my intention that was the record of the question-and-answer session like this word for something that you wasn't necessarily expecting to answer did I say hand over here I see at least one Jacqueline also going on that more granular list you gave us for some of the area's obviously that the board can help with like you mentioned policies at our last policy midi policy committee meeting we cast and we're going to have an ad hoc committee where we're going to really prioritize and hone in okay what are that you know the policies that we need to hit as quickly as possible this year so I grabbed the eye section because I HPI with pay and when I head to align it it's doesn't align backwards with the rest of the eyes so I actually I'm going to be bringing you something to look at it did that that's an example some of them some of them are necessary that's not going to surface to the school board what station it's when I started using ihpi and I had to go look at another policy that you haven't touched since 12 they don't line up so I'll help you with that way just to say now would be no icky time for us on that I appreciate that thank you and then just on a completely different topic you know obviously I've got a child at the high school so I'm aware of all of the communications that have been going out so far I think they've been been great and I'm really impressed too with this new approach of the regular rating if you will if I had to look it up the Habit have it works years so if you want to just give a quick little Malaysian for folks at home and in the community and for the board that doesn't have that isn't that that is the agenda for the 21st as well so I still want people to come to the parent meeting the habits of work or the soft skill expectations that are separate from show us what you on the content and what you can tell us about the academics and it's what creates the pathway for you to be able to reassess so we had too many students doing nothing and then coming in and saying I want to reassess who said this takes away that as a benchmark and they have to score certain score in order to be able to reassess we've also increased the number of Assessments whether they're in trim which is the 30% or summative so that there's enough things in there to keep students getting their grades for more accurately so that's an overview of it Mike will be presenting that as the first half of the parent meeting on the 21st and he's done a pretty good job of getting all the communication out so we just did our first run and it went across pretty well three is where students want to be those that want to be 4th and are used to being Force really have to be exceptional but you don't need afford to do this so anyways that's where we're at to thank you for raising that I'm really yep good things that I'm seeing so far yeah bro I just wanted to say it maybe one of us that end up on the committee for this process could also help report to the board in your place or just be part of understand you no have all of this like between us and the committee's until for us you know that I think that's a really great idea for one of us to be a part of that committee because then we can help present along with you cuz we're with you and work with the staff the community the students and that kind of gives them that feeling that we are apart of the process so a big big push of that is the communication piece and that to help me stay focused on have we touch every place that we said that's a big push for that particular group I thank you you nailed it row god Rebecca and I missed it in the presentation you had we talked a lot in the spring and like really summer about bringing on the new administrator for the other handful of students economy that extra support is there any update on regarding that I've interviewed too many candidates and had them back out or not be able to align with the minimum requirements I did meet somebody on Monday today is Tuesday Monday yesterday who I believe is applying so I will look tomorrow so we've it's posted we've interviewed the right person hasn't surfaced in this is one of those places where I believe you guys just talked about it and so now we don't need just anybody but we are working to figure out how not to overburden everybody cuz we're at the point now we're writing probably two or three plans a week so I felt like you were like what what are we doing in the interim what we're doing it with the staff that we have what years was missing though we had students that were on plans over the summer and that this this person I'm calling them the cheerleader they have to be the superhero for these two we didn't have somebody assigned cuz school counselors are often the admin team was running around two of our students weren't independent enough to do it on their own so we had to extend their plans so but now they have somebody checking in on them regularly we won't be able to stretch our volume to four take it all this way but hopefully we'll get someone hired Victoria all right I got a couple more up that you guys hit most of my points but I really like the Memphis teacher voice in this educator voice I know that was that was pinpointed as one of the things I was lacking in those forums in the spring and I saw that in a number of places in this presentation that's good to see what's lacking I think is student voice and harder to achieve Community boys and I honestly I don't even know how you crack that other than parents do you can bring in through your parent meeting and through you know student Representatives as well something like the ad hoc Spirit committee could certainly use didn't involvement for example if I know you've got you know you got a very involved student council right now YouTube soft as well stock has been very involved in the school that they never stopped being involved in school so you know if they're there gravel and you no longer range picture we have to figure out a way to do it I'm a bigger voice to bring their ideas to the board as well and that's almost nine you but that's out there as well I time I was talking about this was Rock that is the only topic from the start of the year that we have received on the board public official public written input was concerned about the eyesight and you know all of the concerned and part of my response to that was that's not a board thing it's an internal building bell schedule issue you know it is on Rob and Brian and you and your people to decide what that looks like I know that it was identified as a problem in the forearms I know a good chunk of teachers never wanted to move it out of that after first block slot that it was traditionally in you know it's just a mess where it does impact board is the way that that was communicated to students and Families left them with a lot of unanswered questions and their record was to come to the board and didn't have the answers either so I feel like that Communications peace probably fell down explaining what was happening and why it was the Y that was missing I know that wasn't having a that's what I told Rob that we were getting this input and yeah he took a good 10 minutes to talk me through it and after he did that it made perfect sense to me I know Jacqueline had the exact same experience the problem of course being that you and Rob can individually talk to 1300 people 10 minutes each to plant cell and you'll probably get questions on a next week to so one of the things to consider and I'll just throw this out there is that we had set a timeline for communicating with the board that involve schedule a meeting and then I got called into the June meeting and then July was canceled if administrators and making plans over the summer and we have to keep everybody abreast of it I know everybody needs a break but that's when decisions are made so we've got to figure out how bridge that Gap because there is a gap there that that I was counting on it Ed committee meeting in July to do some other presentations as well so I just said that I'm not. This is this is just something to think about when I came in on June 14th and 10th I'm here 2 weeks early cuz I was thinking I was going to Ed Committee in July so that's just something to ponder his decision that those kinds of decisions happen in the summer so where we tended say Angela so I mean that's part of me being you so as to give Administration central office in building near the room to do that without having I think okay now I got to go to another meeting with my boy Billie all right that's all I had any questions or comments for Cindy I appreciate this is an excellent report thank you have a good night I appreciate you bringing me up in the schedule to all right going back up to do the standing committees facilities Mister Roberts I'm going to tried to the state of stuff to do but stay out of financing is hot but give the justification for the emotion at the finances going to bring up the first thing that we're going to be talking about is the young conference room that way hopefully we're going to get done by now but because of the delay in getting some items and everything the best bet if possibly November will have it ready to be used as a hey babe can your mic placed your mic please and just to be clear your time at the Cheshire career center that you are waiting to do a dedication is why that's important on the board level on the kid level we want to get student-level we want to get in there but we have no classes scheduled in there this semester you'll be in there to use it as a room Furniture complete for a room in October early October probably second week of October mid-october the zoom room part the electronics. this is on backorder until January the January have all the electronics that do come in built in December and then we'll just have to come back and in like a half day install that so I'm expecting that to open up for second semester and I met with the director and told him to schedule any classes he needs those kind of electronics for for the the end of January or early February when they switch over the new semester I had no idea and tried to borrow a processor you know and I was only notified at the way like 2 weeks ago from the electronics company and is always a possibility you can get delayed even more that the latter possibility of bite your tongue please this is Rob best hope is that right now yes but they'll be able to use it as if it was used always in the past coming up I'd like you to hold off the dedication until we get everything up and running and perfect the the second part is we luck you 3 on Wheelock the we had the August facilities reading we had it at Wheelock because we felt it was better to do a walk-through the show what was going on what had been accomplished and what was going to be needed to be accomplished so right now about two-thirds of the school is in really great shape the so now we run to the problem is we've got basically 70% of the people who were working in the ideal working conditions and then we have the Unlucky 30% also anybody who's been to Wheelock and look at their did dining facility if you want to call that a dining facility area it's extremely lousy working conditions they have to open the door to ventilate the place I was at walking this morning about 7 before now training but they still had to have the the door out and that place needs to be upgraded and third pod is the been Elation and in the front office I was joking with the the principal and the other ones if we have to cut we'll just cut the front office they didn't like that and so basically what we would like to do and we made the recommendation to the finance committee is to be able to plan and four have him to go out and do the ordering now so he can have the material and everything ready to go next this summer and so it's three proposals to finish the the one. At the building it's not done so everyone can have like working conditions or as for the second one is to upgrade the the dining part of the area three is the ventilation of the front office and the 4th pot is the kindergarten room the kindergarten room they have right now is a very large kindergarten room over the normal standing and the only other kindergarten room that they have that meets the stand it is all the way in the opposite end of the bill which is about a 33 and a half minute walk for the kitties to go from one invincibility just to go out to the playground and it's not very effective educational wise and so we would like to support bumping out that classroom I figured about 8 to 12 ft I don't know the number right off the bat and then create two kindergarten rooms in the same part of the building adjacent to the building and so they can share back and forth at each one will have their own private facilities and things but it's available to share and we think that would work out in the in the long run you get up kindergarten kids need to be together but we can't put them upstairs on the second floor because that's against the law it's all finally we reason we want to do all of it this year coming up is because if we have to split it or we have to wait it's only going to heck of a lot more money and so I think doing this is why is you some money and improves the overall building and improves educational Effectiveness and we just think it's a good way Patty was here in the facility's meeting last week and she was pretty adamant and details of why it would be a good idea even outside yourself interested for the record the facilities committee did approve that plan unanimously in fast forward to finance with Julia for a minute I feel so gross I did my best to stay out of training all right we're going to have to come back to this one have you guys at I wonder if I was at 4 for meeting the teachers and it was really hot in there and they didn't have any fan so I I didn't experience and I know normally we get I don't know I just didn't know anyone presents those things are how do we go about that because it concerned me I went to meet my daughter's 4th grade teacher and it was so hot in the room we couldn't I couldn't I can even fill out warm like I asked her if I could bring it back it was one of the days that it was very warm I know other schools in other districts that started before us the canceled school but I just noticed that her fan was this big and it was at the top of the room and not more find me a little bit so I just wanted to not to be weird and call attention to it now but it concerns me a little bit that there was no other sort of air in that room the windows were open but it really didn't do it anything it was still who's that fellow school we do not promote a lot of fan use in the schools okay don't have that many Fuller does does have new ventilation and does have selected rooms with air conditioning so if I was going to plan parent meetings I might use some of those rooms when it's I mean you're talking about it was a heat rate way right before school started in this is not for this meeting so as a parent you would go to the principal as a school board member you can bring it to facilities committee that's a good point it says we're running really behind in Ms Lancaster all right Finance going to be exciting and so many things to cover here the first I'll go first on the first item when it comes to I think it's the quickest but there are two sections will notice in the agenda for Budget transfer it was a reason for that the first set of items are firm informational purposes so with that the key Board of Education moved to approve the budget chance report dated July not Wheelock Basu projects in the 2023 2024 budget further authorize Timothy Roar the CFO to enter into a contract on the district's behalf for set amount second all right there's a lot of words to say we the punch line here is during last week's facilities meeting and finance there was a full approval and support on moving forward with a k so like what do we mean by that so in order to be ready with materials and labor on next summer we need to make these commitments now just to lead time and I'm planning component is it in the budget for next year no that's why we want to bring it in was it today for Born Into the community would say LOL I have limited experience on the board still for the others I feel like it's Unique as we typically would go through an annual budget process have a project listed debate at approve it and then go forward but March is way too late to start that so we need to get alignment on this now I think that also important notice albo the recommended amount at the 3.25 9 million is fairly similar to Prior phase expenditures so Phase 1 Phase 2 and it's more than we thought it would be years ago or friend inflation strikes again but with that none of us felt that we should remove any scope Chris articulated why I'm not going to reiterate that but there was nothing in it felt like we were over spending or is just a nice to have it was the appropriate way to set up a facility for long-term and they're going to do it in the right way so the last point I would make is that it also doesn't mean that the annual impact is exactly 3.259 million we did have a large Place hold the bass to that will in a way create a comparison for phase three and then if there are other funds we can apply from Reserve funds or other opportunities I'm sure we will do that but I think it's important understand impact is DVD and it's not necessarily that exact number because of this project I don't think I had any other points but open for question at so I was Pat both Finance in facilities not participating in either so I was able to just take notes what we are proposing is normally Ron said this would come up with our annual budgeting this is you know the normally scheduled phase 3 of Wheelock that would we would talk about in November and December bring to the public in January and you know the big boats in February and we would say this is what we been on this upcoming project in past years that was enough lead time for Tim and Ken business and Facilities to order all of the equipment all of the materials that we would need for construction these days he could order tomorrow and it might not be soon enough so in order to not violate laws around budgeting we can't right now say we're going to give you a 3.2 mil dollars to do this project what we are saying is when the budgeting process comes around this project cannot be cut because we have already committed to doing this project whether it actually takes 3.2 million from what are current budget is in which case we'll have to make some other hard decisions we don't know yet usually there's some other sources of revenue that we can get at as well that brings this impact down but what we would be committing to tonight as a board is this project at this price point goes into the 23 for 2324 budget going forward we can just cannot come up on the discussion for us to cut in the future so is that yep clear to everybody that was an excellent description I just want to put it down into the financial terms cuz that was exactly what's happening as though we don't you don't have the final of course the voters do so let's say you voted for this what you're really committing to is adding 1.5 million dollars to this line item what's already in the budget year to year is about 1.8 million so I'm just using what numbers is 1.779 the reason I want you to bring that up as we may I may be able to find money for that I'm not saying it's likely at this point but what this means is on your default by just let's say voters let's say it makes it passed into the the budget cuz the voters could remove it in February right but say that doesn't happen but it makes any of the budget and voters vote your budget. Your budgets going to be cut by 1.5 but I will not have we will not have the ability to cut one point I will still have to honor a contract that I'm signing beforehand now I could you sign a 1.7 million dollar contract which I tried to do here but that means if we got it there's no way to get the materials in the make it happen the lead time on materials is so extreme that you're saying how does this never come up I can't be that much more extreme I sign early every year but I signed to a lesser amount and just risk materials that's not what we have going on anymore mean windows are a year lead time hbac equipment to year and keep in mind we talked about all the things that we want these buildings to be but at the core of this is fire safety and required ventilation does that's the core of our project what we're doing no we put some paint on and do some flooring when we have it all messed up but besides that that's what we're doing so I just want to keep that in mind of this project of this 3.5 the bump out to move kindergarten from how did the building of the other is $800,000 of that project and an amount similar to what we've been spending it all the other schools for needed addition for programming why were there so I just want to put that out there 1.5 and if it got caught in that came out I would with you if you planning other ways to cut 1.5 then out of this project because I don't think we would have that would I Do by Beth devalue engineer so it didn't all come out of somewhere else in our district yes but it's not going to be the full 1.5 because I'm going to have already ordered the materials and sign a contract but I would work with them and say we want to cut flooring I'll send to me still do that and I try press the for example we put two in at two and a half percent in reserve Would we not be able to use that 800000 plus as part of paying for this $858,000 which I did mention to you I would be able to offset that 1.5 by that to the Utah 600000 just to reinforce what Tim said that this is ultimately about fire safety and HV AC I think it's also important for those watching home this evening and the community to remember this is also about Equity we have for elementary schools every single one of our elementary kids and her staff and faculty to have an interview needing a safe engaging stimulating environment it is anybody's worked at a place you know in their job where it it just does not get no engage you that's a challenge and said this is ultimately about Equity to for all of our our kiddos Third Elementary School Roar who brought in three area compliance Professionals in that in that field we did a walk-through was it last Friday Thursday we did a walk through to our walk through and they provide a report of recommendations to make sure that we are in compliance with the safeguards on the machines expect to have that report probably next week we'll sit down together read through the report and then those recommendations in place we can open the Machine Shop relatively soon thanks bro it's like you're wrong you know School Jaclyn so last Friday I connected with daniszewski we had a great conversation at the school Year is off to a great start this year's theme cuz you know they always do a scene for community building this year's theme is we are she says you know extended and they're continuing to see they started that last year is really successful at building you know that the community respecting each other getting to know each other she said in terms of the they're they're seeing some behaviors but nothing out of the ordinary you know 6 through 8th graders you know there's there's a lot going on in those year and then the highlight of my day and it dition to a horse mean today is I spent a few hours at the middle school today and just had such a great visit spoke with a lot of teachers popping on some classrooms sat in for a little while on 6th grade and I spoke with the custodian and just really great energy in their lot of kids seemed really happy and engaged the faculty and staff were already everyone I asked they're feeling good about thanks so far so good so it was it was a lot of fun so it was great so they're off to a really good start yes I did principal Eric crest describe the atmosphere there as the all time high for staff and student excitement at coming together they had their first all School assembly I don't know if it's the first one ever but maybe the first one and sometime the the Parent-Teacher organization got right to it and they had an ice cream social with 350 set a tended so those are some points to support Eric's optimism all right thanks Riley Fuller Randy's not here sign Rebecca mr. Keaton Simons had a really good opening something I've noticed just as apparent as specially afternoon pickups is a circle that we invested in a year ago two years ago I'm not sure has really been working it's made such a big difference just would like the flow of cars and buses going to not feel a lot safer if feels like just Thursday routine in a rhythm so it's like really much appreciate you know the kiddos I think enjoy having you do knowing that there is two distinct spaces as well so I'm just staying at something I could see the payoff already and it's the only other concern I guess that you know I don't think I was alone in this Justino concerns over support staff positions and she knows it but how will have to compensate to make up for it over the year but hopefully it will only improve over time so text Rebecca Willa Chris talked to Patty there they're extremely happy with what has happened so far at the the school they still have contracted early in the morning to do things before the kids show up the kindergarten zk-22 with the new playground the only problem is it having now is the kids won't come back in after reset so they have to work a little bit to motivate the the kids but everyone seems to be quite happy there a little bit under what they ended up last year for students but they've had no problem with any of the students and it just happened to work out right the city of Keene did all the sidewalks around we like pop we like in the the other pot it probably wasn't an intended but it's coming out is that at night all in the afternoon out and we can you see more and more chill playing at the playground at the school without parents that so the kids feel really safe in that environment right right there so it's really becoming to come excellent thank you Chris preschool and or Community Education row so I was I had the privilege of going to the meet and greet at the preschool of course cuz my son's there and the teachers and staff did a really beautiful job setting up the classroom the classroom wasn't just so beautiful I was like it's perfect like the kids messed it up in 5 minutes but it was awesome but you know they were it was all interactive and the work they're doing there you can just see that you know there's a special needs children but and regular children interacting and it just was a really beautiful amazing environment to be in in to witness and see and it also walk with me and show me the new tiles they had set up in the front and replace them and that there is a continuation of work work there and everybody seems really pleased with that but really the entire staff probably the most welcoming group of people I could ever meet and I just feel always so lucky that that's fortunate that for our community but also that my son gets to go there and and he's speaking sentences now and had five words a year ago so that's just to speak to the work that they do I didn't get to meet with Victoria at Community Advocate she's always so fantastic at giving me a report and I said I owe you a visit and my schedule has been a little bit crazy lately so but she honored me with him some of the things they're working on they are continuing their Community the pr efforts in letting the community know about the programs they are state-funded she said that classes did begin their 104 people in plumbing and there's and there's electrical Apprentice is approximately 25 ESL classes and in 40 and a teepee and there's basic education classes so they're in full swing and she said that they're excited to say that there are also going to be on a podcast on September 15th with Luca on Paris for the Chambers of Commerce and discuss their program and that's pretty exciting she also did mention something also that was really great was that to selected for the state by the state for the adult at office to sit on a new committee and that's the New Hampshire. Roberts feedback in input on this Motion in this resolution I want you to keep in mind that not all school boards are nine members strong there are School boards that are only three members long in their large and their committees are much smaller than that so think of them as you consider the motion on the table to support or not support this proposal can I just I just wanted to say that I went tended I understand what you're saying Chris but I will say that I agree that there should be an alternate option cuz that's how we got to hear Riley's Riley's thoughts and I think that there is there is an opening when you're there kind of just that language I don't know maybe we could they can adjust it to say that the person can't exclusively meet that way where you're not putting a number on anything but saying that that's not the only way the committee person shooter could meet so it's only to be used as an option when there's no other way of them getting there so forth but I do believe that it's something we need to look at as we said the committee's are small and I think sometimes I got to attend to because I was with my parents and my father was Ill but I got to attend our committee meeting because I could do it remotely and I think my input was important so I feel that we should that's something we should go with and maybe take a look at but it should not exclusively be remote but that's just a suggestion got anyone else so I'm just confused we used to split between committee subcommittee as an ad-hoc committees which didn't have the same rules as the board committees and I don't use that term at Hocking here I'm not sure where Raymond is coming from because the actual par essay we apply to our Boulevard and our board committees would not apply to subcommittees at Hawks all of those other than Brandon seems to be implying that it does and there we do have committees that you would like to try to trust funds have any rules in there about you but they seem to want to get these like so let's say the education committee put together a teacher principal and one of the board members to me I don't believe that you are subject to this now and I think what they're trying to do is say we should by saying subcommittee in and that seems entirely okay to me also it does allow for some members just not Quorum have to show up in person but other members that's not part of the Quorum can be chronic currently in the wall yes so I just think that's important so it's not this All or Nothing they're saying you can't have a could you know one board member can't show up here and everybody else show up from home and called a board meeting or a committee meeting I just wanted to put that out but ad hoc committee have not been and I don't know if they're supposed to be the weed not treated them now they're not for our purposes it's our board in Arkansas this would apply to our committees if you want to think about it in terms of how it applies to key and it wouldn't apply to this meeting we would still have to have a physical Quorum it would mean that committees you could technically meet by Zoom with the amended language all right anyone else so it's a yes vote would mean that the physical Quorum requirement would only apply to a full board those in favor of supporting alternative language but the intent is the same either way. that I believe it's redundant unless you feel that the current current resolution which says the nhsp a cult United States Congress the New Hampshire legislature and the local public safety agency prioritize collaboratively correct collaborative threat assessment and crisis planning but the school districts in further supports legislation at the federal state and local supposed to protect students and School District employees him on campus Violet that's very succinct it's it's actionable so I believe that's why the New Hampshire School Board Association directors are on that this not the accepted and we stay with the current motion to direct the Delegate for delegate to the New Hampshire and it just be okay and number two as presented questions comments sorry but would be to adopt for the NHS PA to adopt this longer and where do your version of what we've adopted in 2019 only make a motion if you want to support it right otherwise you guys just move on okay is Raleigh has to insecurity happens when students not receive enough food and all the reasons why free breakfast and lunch you're such a very very good thing they'll be resolved with state and federal governments he can provide viable sustainable permanent funding to provide a school breakfast and lunch at no cost to students this would be to specialist and what we had during the during the pandemic and the NHS PA no acknowledge the good idea this might be very very helpful cuz it brought a lot more engagement and students out of date getting to the heart of the community into school and we're fed very well the issue with the bnhspa has with this and they're not supporting it is that they already have 18 current statements of belief relative to school funding and at least three continuing resolutions that the debt dress the funding so the school fun you're such a big issue that they already have a strategy for for lobbying in addressing the school funding and it already outlines all of their positions so this is something that in a way may be considered micromanaging of one specific aspect of the of the budget when there's so many other things that would that we believe that as we've been voting on this I'm more important that's the rationale for idea for the not to not support this motion to direct to the board delegate to support nhs-b a delicate resolution number for as presented Tim asked a question Raleigh you know food services near and dear to my heart and there there population is not as detailed as some of them on there and one of them I don't know what their other resolutions are but they said they have three continuing resolutions that address school funding but they don't they don't say they address the idea of free lunch for all which is a new idea since the pandemic not an old idea one of which are surrounding states of all adopted but New Hampshire I'm not suggesting that you vote for this cuz I don't know where I am on either side but I know this is a specific idea that's not related to the broader school funding it's not about getting more money for schools it's about getting free food for so I just wish that the board of directors would have been more specific with their non recommendation with regards to a different idea what I don't think is related to school funding we don't need them to provide free lunch that we can fund schools or do better job at lunch the idea was so that students would all get free food in something that local governments likely will not provide because of the burden on local taxpayers I just want to point that out and you might be able to shed some light on that I don't know but their answer seems very watered-down is with regard to that as the problem it's it's administrative simplicity to align with our current strategy cell if this board feels strongly that this should be a separate issue then we could vote to support this for us I believe strongly still get this is a separate issue and we have to remember that there's an awful lot of places in New Hampshire driver's 234 communities that don't have poverty levels people at insecurities insecurities for food in the sofa live these places this is not even an issue we swore with the feeding the kids were the difference it made and how important it was in for a lot of kids if we hadn't fed them in the pandemic how would they have gotten tread so I think this is an important issue for is this resolution is more comprehensive than their existing school funding resolutions this one basically covers all lunch and breakfast the one that they have talked about having breakfast for at need kids similar resolutions like that Rebecca accurate when he says that they're trying to streamline their processes and they don't want another resolution about school funding but that's you know that's on the other hand that's their job so if as they both sat at this board feel strong at this is an important issue that we should support I don't know that it necessarily falls under school funding I will say I do really feel strongly about the free lunches and meals for all students I know a lot of people are embarrassed to be qualified or sometimes the child only has that food at school and nothing else and I think that I know most people would qualify under you know I know there's guidelines get the free lunch to them but I know it I guess that's a separate issue but I do feel strongly that that is something that was very beneficial during the pandemic because there was funding for that in every child could could have the lunch regardless and at the end I just thought that was a significant thing and it it meant a lot to a lot of people so I just want to say that out loud all right give me the motion right opposed Carrie's
